Dr. Jennifer Phillips is a highly accomplished educator and researcher specializing in English learner education. With over 25 years of experience in the field, Dr. Phillips has served ELs as a classroom teacher, Bilingual/ESL Specialist, Secondary EL Director, and Regional Multilingual Program Consultant. She holds a B.A. in English from Salisbury University, an M.Ed. in Curriculum and Instruction from UT Arlington, and a doctorate in Educational Leadership from Tarleton State University. Dr. Phillips' research interests revolve around English learner policy, long-term English learners, and dually-identified English learners. As an independent consultant and researcher, she offers comprehensive support and expertise to schools and districts seeking to enhance their English learner programs. Driven by a passion for creating inclusive and effective learning environments, Dr. Phillips is committed to informing policy and practice to better serve English learners.
Unit 1 covers the historical and legal foundations of second language instruction, policy foundations, programs for emergent bilinguals in Texas, research findings, and applying ESL program knowledge to instructional and management decisions. It also addresses ensuring English Learners (ELs) meet academic standards.
Unit 2 explores major theories and approaches in second language acquisition, examining influential ideas from psychology, linguistics, and education. It also covers the interrelationship between a learner's first language (L1) and second language (L2), including areas of transfer and interference.
Unit 3 delves into core language concepts and systems, focusing on English. It examines language functions, variations across registers and discourse patterns, and key components like phonology, morphology, syntax, semantics, and pragmatics. Special attention is given to linguistic features and instructional implications for English as an alphabetic language.
Unit 4 focuses on implementing the Texas English Language Proficiency Standards (ELPS) for English learners. It covers ELPS proficiency level descriptors and planning targeted instruction. Topics include ESL best practices, culturally responsive teaching, collaborative learning, differentiation strategies, and authentic assessment. Principles of test design and development for assessing English learners will also be examined.
Unit 5 focuses on understanding and implementing the Texas English Language Proficiency Standards (ELPS) for English learners. It covers ELPS proficiency level descriptors and planning targeted instruction. Topics include ESL best practices in listening, speaking, reading, and writing, culturally responsive teaching, collaborative learning, differentiation strategies, and authentic assessment. Principles of test design and development for assessing English learners will be examined.
Unit 6 examines the diverse factors influencing second language acquisition, including individual variables like age, motivation, learning styles, and exceptionalities. It also explores sociocultural elements such as family background, home literacy environment, and cultural identity. Emphasis is placed on cultural competence and responsive instruction. The unit concludes with the importance of advocacy and family involvement, discussing strategies for advocacy and fostering strong family and community relationships.
Unit 7 provides common misconceptions about ESL teaching, a review of core concepts, and specific test-preparation techniques.
